PG&E's C3ETP Web Site   An interesting site where one can vote for C3ETP but not against it and where it is not possible to submit questions or comments.  If PG&E truly believed this project is in everyone's best interest, wouldn't they invite negative comment as well as positive?

Since the California state government has greatest responsibility, CA Assemblymembers and CA Senator should get top priority.  Simply explain to them that you want this project moved out of the Sierra foothills and if you don't see visible support for preventing the project in the foothills, you and your friends will vote against them in the next election.
